Dr Céline Azémar is Professor of Economics at Rennes School of Business and former Academic Dean, member of the Executive Committee of the school and Director of the PhD Programme. Her research focuses on the impact of international corporate taxation and bilateral tax treaties on multinational firms’ behaviour, including decisions related to location, investment, and income shifting, as well as the nature of tax competition, with a particular emphasis on developing countries. Her work has been published in leading journals such as the Journal of Public Economics, Journal of Comparative Economics, Canadian Journal of Economics, and Journal of Public Economic Theory. Céline has made a significant contribution to the U.S. tax policy debate surrounding the adoption of the pro-growth tax plan “Tax Cuts and Jobs Act.” She chaired the Local Organising Committee of the 75th Annual Congress of the International Institute of Public Finance. She has also served as a visiting researcher at the IMF’s Fiscal Affairs Department, the Asian Development Bank, and Columbia University, and has acted as a consultant for the United Nations and the European Tax Policy Forum. Prior to her current position, Céline was Professor of Economics and Director of the Centre for Development Studies at the Adam Smith Business School, University of Glasgow. She obtained her PhD in Economics from the University of Paris I Panthéon-Sorbonne, where she was awarded the prestigious Aguirre Basualdo Prize from the Chancellery of the Universities of Paris for the best project in Economics.
